  • The work involved consultations with the SIDS and the WHO Regional Office for Africa AFRO on the elements to be put in place for the implementation of Pooled Procurement among the SIDS:
  • Development of a Pooled Procurement Agreement;
  • Facilitating all meetings with the SIDS and other stakeholders
  • Putting in place regulatory and technical requirement to be complied with by both suppliers and products during the tendering process;
  • Developing various program technical documents: supplier evaluation checklist; CMS evaluation checklist; meeting background documents and meeting reports; criteria and checklist for the selection of host country for the pooled procurement program;
  • Defining a priority list of products for pooled procurement;
  • Publishing the first pooled procurement tender and analyzing the bids;
  • Based on tender results, providing technical support to the SIDS to sign long term agreements and supply contracts with the selected suppliers.
  • Providing technical advice to other emerging pooled procurement programs: CEMAC, ECOWAS, EAC, SADC.
  • Implementing transitional arrangements for the move of the SIDS Pooled Procurement Secretariat from WHO to Mauritius.
  • Following the first pooled procurement tender floated in 2022, 6 suppliers were selected to supply 67 formulations. Long term agreements have been signed with these suppliers and three countries [Mauritius, Seychelles and Comoros] have placed orders and deliveries are ongoing.
