- The project had custom development for citizen registration management, customizable subsystem for Biometrics, document production and management sub-systems, hardware and software integration of individual subsystem to work as unified system; much more complex system at the time of implementation as Biometrics was not known to be part of the passport or national ID system

- Prepare project management office (PMO) setup document for the project sponsor and established PMO following their approval
